Ask your state senator to close the puppy mill loophole

A handful of Illinois pet shops are still selling puppy mill puppies to unsuspecting consumers by exploiting a loophole in the humane pet shop law. Public records show these stores are source dogs from massive puppy mill breeders and brokers, where mother dogs are treated like breeding machines and puppies like mere products. This cruelty does not reflect the values of Illinois residents.

Passing SB 2990 would end the sale of puppy mill puppies in pet shops in Illinois once and for all. Illinois already passed humane pet shop legislation, and we now must pass this clean-up bill to close the licensing loophole that is allowing some stores to continue to sell puppies.

This bill must be passed this year. SB 2990 will finally end the sale of puppy mill puppies in Illinois pet shops and drive the pet market towards more humane sources like shelters, rescues and responsible breeders.

As your constituent, I’m writing to express my strong support for SB 2990 and to respectfully ask that you support it to close the puppy mill loophole and stop puppy mill sales in Illinois once and for all.        

SB 2990 gives the Illinois Department of Agriculture the tools it needs to properly enforce The Humane Pet Shop Law and crack down problem breeders. Most Illinois pet shops are complying with the law, but a few continue to sell commercially-raised puppies under a “dog dealer” license. SB 2990 will close this loophole by requiring all “pet shop operators” to be licensed as such and held to the humane policies. It will also require in-state commercial breeders to provide better care for their dogs.  

Illinois families deserve better than to unknowingly purchase sick or poorly bred puppies from pet shops or sham rescues and should not face the high veterinary costs and heartbreak that often follow.        

SB 2990 is a commonsense bill that will finally end the sale of puppy mill puppies in pet shops while keeping our pet supply industry strong and ensuring families can still find the pet of their choice from shelters, rescues or responsible breeders who only sell directly to the public.
