New York: Support research that doesn’t harm animals!

The world is transitioning away from animal experiments toward sophisticated research methods that use human cells, tissues and organs, 3D printing, robotics, computer models and other advanced technologies to study diseases and assess the safety of products.

These methods are better for both animals and humans because they are typically faster, less expensive, and more accurate than the outdated animal experiments that have been used for decades.

The Promoting Ethical Testing Solutions (PETS) Act (A.6871 / S.3457) would help accelerate this transition by requiring that animal laboratories in New York pay an annual fee, which would then be used to create a dedicated fund to provide grants for scientists in New York developing non-animal research technologies.

Scientists are in the process of transitioning to sophisticated “human-relevant” research methods that rely on human—rather than animal—biology to study diseases and assess the safety of products.  

New York has worked hard to position itself as a hub for research and biotechnology and by taking action now, we can ensure that New York becomes a true leader. 

The Promoting Ethical Testing Solutions (PETS) Act (A.6871 / S.3457) will help accelerate the transition to advanced non-animal research methods. The legislation requires that animal laboratories in New York pay an annual fee, which would then be used to create a dedicated fund providing grants to New York scientists developing non-animal methods. 

These modern research technologies are not only better at predicting how the human body will respond to drugs, chemicals and treatments but will also prevent animal suffering. The PETS Act is similar to a law passed in Maryland in 2023.  

Animal experiments were developed decades ago and will always have severe limitations. Extensive evidence demonstrates that results from toxicity tests in animals often don’t accurately predict toxicity in humans. In fact, approximately 90% of drugs ultimately fail in human trials.  

In contrast, non-animal methods represent the very latest techniques that science has to offer, provide countless possibilities to improve our understanding and treatment of human conditions and will only continue to improve over time. Non-animal methods also have several advantages over outdated animal experiments: they more closely mimic how the human body responds to chemicals, making them more accurate; they are more efficient and often less expensive; and they are more humane.  

Ultimately, moving away from antiquated animal experiments is better for both humans and animals, and early adoption will give New York a competitive advantage in the biotech of the future.
