Pennsylvania: Help protect dogs, cats and other animals used in experiments
UPDATE: SB 381 unanimously passed the Senate and will soon be considered by the House of Representatives, so it’s important that your state representative hears from you!
Thousands of dogs and cats are currently suffering in Pennsylvania laboratories and breeding facilities that supply laboratories. Most will likely never know life outside the confines of a barren cage. They will be used in often painful and terrifying experiments and are usually killed when the experiments end.
Scientists are currently developing advanced non-animal technologies that rely on human biology rather than antiquated animal experiments. But until the day that humane methods have fully replaced animals, we have an obligation to help animals in laboratories and laboratory breeding facilities.
The Beagle Bill (SB 381) would:
- Prohibit laboratories from using state taxpayer dollars to fund “Category E” experiments (harmful experiments that don’t provide pain relief) on dogs and cats.
- Ensure that dogs and cats in laboratories have the opportunity to be adopted after the experiments end.
- End the sale of animal-tested cosmetics.
- Require the retention of records related to animal experiments and an annual report to the Treasurer on Commonwealth funds received by the institution.
- Ban breeders with multiple federal animal welfare violations from selling dogs or cats to animal testing facilities.
