Pennsylvania: Help protect dogs, cats and other animals used in experiments!
Thousands of dogs and cats are currently suffering in Pennsylvania laboratories and breeding facilities that supply laboratories. Most will likely never know life outside the confines of a barren cage. They will be used in painful and terrifying experiments and killed when the experiments end.
Scientists are currently developing advanced non-animal technologies that rely on human biology rather than antiquated animal experiments. But until the day that humane methods have fully replaced animals, we have an obligation to ease the suffering of animals in laboratories and laboratory breeding facilities.
Several Pennsylvania state bills—a three-bill package in the House (HB 294, HB 295 & HB 296) and SB 381 in the Senate—aim to do just that. The Beagle Freedom Bills (HB 294, 295 and 296) would:
- Prevent breeders, dealers and kennels from selling a dog or cat bred by a person or facility that has received certain Animal Welfare Act citations.
- Ensure that dogs and cats are made available for adoption after the experiments end.
In addition, the Beagle Bill (SB 381) would also:
- Prevent laboratories from using state funds to support painful experiments on dogs and cats.
- Mandate that laboratories receiving state funds provide information about animal experiments conducted at their facilities.
- Require laboratories that test pesticides, drugs, cosmetics, industrial chemicals, household cleaners and other products on animals to switch to non-animal tests as soon as they are approved by regulatory agencies.
