New Hampshire: Help replace animal experiments with cruelty-free alternatives!

Countless animals are being used to test drugs and other products in laboratories every year. Dogs are enduring daily force-feedings of potentially toxic substances, industrial chemicals are being applied to guinea pigs’ skin, and ingredients used in household cleaners are being dripped into rabbits’ eyes.

These harmful tests cause severe animal suffering and often result in death. Thankfully, humane alternatives that are focused on human—instead of animal—biology are increasingly being developed and can be used instead. These alternative non-animal technologies are typically faster, less expensive and more effective than antiquated animal experiments.

SB 444 would require New Hampshire laboratories to replace animal experiments with approved humane alternatives to test cosmetics, drugs, household cleaners, pesticides and industrial chemicals. It would also require these facilities to report annually on the animal tests and alternatives used in their facility.

Dear Legislator,

As your constituent, I am writing to urge you to support SB 444, legislation that would require New Hampshire laboratories to replace animal tests with approved non-animal test methods for experiments that assess the safety of cosmetics, drugs, household cleaners, pesticides and industrial chemicals. The bill would also require animal testing facilities to annually report on the animal tests and alternatives used in their facility. The legislation does not apply to biomedical research and will only prevent animal experiments when scientifically appropriate alternatives are available.

No longer considered the gold standard of testing, animal experiments carry serious scientific limitations and cause immense suffering to the animals used. In contrast, non-animal alternatives are more efficient and effective. For example, human cell-based tests, organs-on-chips and advanced computer models can deliver results that mimic human biology in hours or days, unlike some animal tests that can take months or years and are often not applicable to humans.

Federal agencies are already moving to phase out animal experiments in favor of sophisticated non-animal technologies. By passing this legislation, New Hampshire would be aligning itself with the U.S. Food and Drug Administration, which in 2025 announced plans to replace animal tests with non-animal test methods that are “faster, cheaper and better at predicting human toxicity.”

New Hampshire has the opportunity to benefit from a global shift toward superior science. Passage of SB 444 will ensure that New Hampshire companies are taking advantage of these cutting-edge testing strategies as soon as they are approved, while also saving dogs, rabbits and other animals from being harmed and killed in outdated and unnecessary experiments.
